Concerning the first - policy base routing. It is not required to climb into the mangle in such a simple case.
As for the second one, first of all, look at the firewall rules, and keep in mind that it is applied on dst-nat before the filter, that is, the filter rules should be applied on the forward chain. This is provided, of course, that the nat rules are configured correctly.
You can try the implementation by groups, 3 groups for each group by wan. It was practically the same for me initially, but in 2 groups and 2 vans. But then I decided to implement it via dhcp. I specify which ip climbs into which wan.
