Put Mikrotiki LTE kits there + change all IMEI + change TTL and use phone sim cards with unlimited internet, the cheapest tariff from the operator.

A bummer awaits at the stage of imei change. In Mikrotik, it does not change without a soldering iron. You can try to arrange a collective farm with an external usb modem, but the stability of the solution is so-so, external modems hang, buggy and you should not expect 24/7/365 from them.
