Is it possible to configure static issuance of IPv6 addresses in Mikrotik??

IPv6 does not imply static issuance of addresses.
You can issue static prefixes via DHCPv6.
If the client has SLAAC auto-configuration enabled, then the address will always be generated based on the MAC address (EUI-64)
