MikroTik: how to specify two peers for networks transmitted in an IPSec tunnel?

There is MikroTik in the branch where IPSec is configured. From the Moscow office - two white addresses (main and reserve).
Allowed branch network 10.20.63.0/24 access to Moscow networks in the direction of the peer specified under the name Moscow. And when I specify the same rules, but for the backup peer, it stands out as an error, they say, a duplicate of the rule. How can you specify a second peer?

Update to the latest version, in 6.47 it became possible to specify 2 peers in the policy.

I only see politicians. Policies are encryption rules. They stupidly instruct Mikrotik "all packets from somewhere to there need to be processed in this way and (possibly) transferred there for this". Peers on another tab.
