MIKROTIK How to connect VPN through another VPN (PPPOE + L2TP + L2TP)?

There are 3 different VPN L2TP, I need to do in 1 case that there is access to the Internet through double encryption, i.e. let's say vpn #1 connected to vpn #2 and the traffic went first through vpn #1, encrypted, connected to VPN #2, encrypted, and only then gave a response to the provider. And vpn #3 worked if vpn #1+#2 didn't work. And if vpn does not work at all, then there was no way out through PPPOE.

the option with VPN3 is solved by the route metric, you put more than the first 2 ... for the rest - xs

I think the easiest way is through routes:
IPvpn1 gateway=vpn2 distance 10 - vpn1 through vpn2
0.0.0.0/0 gateway=vpn1 distance 20 - all traffic through vpn1
IPvpn1 type=blackhole distance 30 - kill traffic to vpn1 if vpn2 is not connected.
0.0.0.0/0 gateway=vpn3 distance 40 - all traffic to vpn3
IPvpn2 gateway=ISP distance 50 - vpn2 via provider
IPvpn3 gateway=ISP distance 60 - vpn3 via provider
0.0.0.0/0 type=blackhole distance 70 - destroy all traffic

Er... PPPoE is l2. It does not apply to ip protocols and, accordingly, is not controlled by ip routing.
And shove PPPOE into L2TP - it won't work
