Migrations in yii2 don't work. Why?

Tell me, please, maybe someone has encountered such a problem: when trying to migrate to yii2, the console does not react at all, for example:
MacBook-Pro:yii-basic.loc user$ php yii migrate [email protected]/rbac/ migrations/

Such a reaction to any migration. I searched and tried a lot of things, but did not solve the problem. I work on Mac OS + MAMP pro + PHPstorm. There is a connection to the database, including one remote from PHPstorm.
