Migrating Exch2k7 to 2k13?

Good afternoon.
There are two simple exchange 2007 and 2013 with the latest updates.
I correctly understood the essence of migration in exchange:
First, 2013 is installed, updates are rolled up, mail is configured, so that letters come and go, and then the database is migrated? That is, migration does not imply the transfer of settings, policies that were, but only the database itself, did I understand correctly?
I studied this and this guide, but I did not understand a little about the transfer of settings.

Because Upgrading Exchange from version to version does not imply in-place upgrade, you essentially install a new server, everything is on it by default.
The migration itself includes just changing these settings for the new infrastructure - such as changing mailflow, new features like archiving, etc.
The final stage of the migration (when everything is transferred and set up on a new one) is a week of silence (shutdown of old servers) - and if everything is fine - its complete decommissioning.
