Microsoft Remote Desktop - multiple connections at the same time?

Maximum 1 user connects. Can I make 10 users and connect to all of them remotely at once? At the moment, it throws out and allows you to connect a maximum of 1 at the same time.

You need a terminal server. Microsoft Remote Desktop has nothing to do with it.
