Meta tag viewport why Yandex does not see?

When checking in Yandex, the webmaster writes that it was not found on the main viewport page, it finds it on other pages.
I started checking blocks (disabling one at a time) on the main page. Found that if you disable the block with text (starts with h1), then Yandex finds the viewport
. What blocks the check? It is not clear how the text can do this. There are no scripts in the text block.

The problem was in one language file - it was UTF encoding with BOM
