Members of the domain do not pick up the second DC?

There was already an old DC in 2003. They raised the second one in 2012. All the roles were transferred to him and everything should have been fine. But when there were problems with the first one, it turned out that this was not the case.
In particular, you cannot log in with a domain account on a computer if you have not logged in there before. Cannot apply privileges by domain admin password.
The answer is "windows doesn't [something] server that can process the request"
