@media queries work very strangely, what should I do?

I have created responsive pages more than once, but right now I ran into a strange problem, the request @media only screen and (min-width : 992px) and (max-width : 1200px) does not work in the range of 992-1200 pxpx, as we would like , and 794-960 pxpx. But as soon as I switch from Desktop to Mobile in the developer panel in Google, everything works fine.

I tried just media without only screen, I tried without a minimum width, only specify the maximum width, I set the scale in the browser to 100%, it doesn’t work anyway.
