Media button doesn't launch iTunes in macOS Mojave, HOW?

I don't use iTunes, I prefer VLC. Previous versions of macOS had problems with media buttons of a different kind (the keys simultaneously paused VLC and launched iTunes). But in Mojave the problem is different. If no player is running, then pressing Play launches iTunes.
And I need VLC to start, or nothing to start at all.
Actually tweak-hacks that googling on this issue are related to previous versions of the OS and that other problem. I found the Karabiner prog, it seems like it can do a lot of things, but I didn’t find a way to prohibit / replace the launch of iTunes in it. Perhaps you need to delete iTunes.app and make an alias to it? I'm afraid it's not the right solution.

The only point is that VLC must be installed in /Applications
