Mechanical arm on ARM?

Good day, gentlemen.
Recently, I became interested in robotics and came up with the idea to create a mechanical arm.
The motors chosen were NEMA 17 42byghw811 motors. As motor drivers - L298N.
There was a choice of a microcontroller and a debug board - they advised ARM because of the great features and good price / quality ratio.
Advise board with ARM on board and how to work with it.
PS - I'm a complete novice in this business, but eager to learn.

I can advise the Nucleo board with sufficiently powerful STM32. plus these boards that you can program like an arduino or like pure C, C++, they also have their own OS with examples - mbed. Delivery to Penza from Chip and Deep with fast mail cost me ~ 2000 rubles. But it can probably be cheaper. The boards themselves cost around 800-1200 rubles.
Another interesting thing - the FRDM-KL25Z (Freescale) boards already have a gyroscope and a capacitive slider. plus they are very cute.
The firmware of both is carried out by resetting the executable file to the MK flash drive (of course, there are other methods too). Those. it's really simple how to copy it to a regular USB flash drive and run it. no other programmers needed.
For both the first and second boards, you can configure the peripherals using the graphical adjuster. We start the designer, set up the periphery (you can set up FreeRTOS in Nucleo). sources are made and we write what we want in handlers). I do not see any other cheaper and more pleasant options.
