Maybe we should combine the "Android OS" and "Android Development" tags?

I assume that the Android OS tag is intended for questions related to the use of the operating system, while Android Development is for questions related to development for this platform. But, in fact, both tags have become "synonymous" and when creating a question on Android development, everyone adds both tags so that no one misses the question (maybe some developer who potentially knows the answer is only subscribed to Android OS for some reason?) . Perhaps it makes sense to combine both tags into one and just call it Android ? Or, as an alternative, solve the problem by adding a feature of mutually exclusive tags? The only possible problem with the last option would be that someone would still select the Android OS tagfor development questions.

That is why, where the tag is not needed, it is removed, and where it is needed, it is added, to the question
