Math from scratch for a 22-year-old guy?

Situation: I knew the school program at the Olympiad regional level of the class until the 9th, when the class became with a historical bias. Then he entered the programmer - and a fun life started.
The understanding of what is happening has evaporated from about the level of boundaries, difurs, trigonometry (arithmetic of sines / cosines / ...) and derivatives.
Now I decided to take up my mind (in particular, it stimulated the desire to do neural networks).
Problem: to find suitable material in "simple words", so to speak. So that the explanation is not at the level of the third doctoral, but with chewing "why and for what", because in life the brain is used to sifting out information that cannot find practical application.
Many thanks for the good books / resources and problem books with detailed solutions (not just answers, but with a step-by-step explanation).
