It seems to me that instead of mass mailing, it is much more convenient to use an RSS subscription.
In this case, the question of special software disappears by itself.
Just yesterday I was writing a mailing script. I send via sockets, I use 5 vps-ok on my server. 100k letters go in about 1.5-2 hours.
If we are talking about "white" mailings, then I recommend mailchimp.com/. This is one of the world market leaders, while having a very good free tariff.
The task is placed in the queue, the queue handler is started. Nothing specific.
I personally use the ValMerge script in GoogleDocs. Emails are sent via gmail. Naturally, there are some restrictions, but with my tens or hundreds of letters a day, I did not reach them.
