Mark the data that appeared at the time of the absence of the user on the site?

Hello, please tell me how to implement the following idea.
When a user enters the site, the last 10 news are shown there. Then, when the user leaves and comes back the next day, some news has been added (updated).
Question: how can I make sure that new news that appeared at the time of the user's absence from the site is marked as "new". Do I need to use $_COOKIES here? If so, can you please show an example? Thank you!

Record the date of the last activity in the user profile.
Date of update / creation of news > date of last user activity = mark "new"
