You read the preface and decide for yourself whether it suits you personally.
The book doesn't require you to know C#, but it doesn't cover the basics of programming, so there won't be a dozen ways to use a loop with each example chewed up.

PS: Instead of asking stupid questions, I would start reading the book better.
