Managing the server through the GUI is a rather pointless undertaking (there are no corny convenient programs for such .... uh ... masturbation).
There are a bunch of different web-panels for different tasks.
If the question sounds like "run graphical applications on a remote virtual machine with Linux" (a la browser, Skype, etc.), then x2go ( https://debian.pro/1618)

No way! Because this is too costly a luxury ...
Even a VDS with 1GB of RAM and two cores has nothing to do ... (even mouse movements will slow down)
Another thing is a physical computer (not VDS), but let's say a real computer with an i5-i7 processor from 4GB of RAM ... (stable channel) In this case, you can watch movies remotely (with a low resolution).
