Making illustrations in a travel blog?

Someone inserts illustrations in a blog before the text they refer to, someone after. How is it right and why?

Correctly follow the context. If you are illustrating a narrative, then it is more appropriate to place the image after the illustrated piece of text. If the main, meaning-forming element is a visual image, then it is more logical to first present it and then comment on it. In a nutshell: the main thing - go ahead !

For me, text is better, and under it is a picture. It infuriates when a seemingly unremarkable picture scrolls, under it there is an interesting comment, you have to go back to take a closer look.
