Macros in Windows 7 CMD?

Hello. I peeped in a video from a web developer ... He has a Mac OS and he calls various programs from the terminal, entering only Chrome and Google Chrome opens for him. There was such a question, is it possible to do this on Windows in CMD? If so, how?
Let's say that you could do this: you write in CMD - chrome youtube.com and Chrome opens youtube for you

why stupid and outdated cmd when there is powershell?
By the way, the 10th Windows will be focused on just such garbage and super-convenient control through the power console. you write install chrome - it takes it, downloads the distribution itself and installs it. etc. Plus, you can write any cmdlet for your own needs in a minute.
