Machine vision: is there software that analyzes the “fullness” of a picture on a streaming video?

You need software that allows you to analyze the percentage of a particular color in an image.
The bottom line is this: a light gray container is either filled with black parts or empty. The software should help in analyzing streaming video or incoming container snapshots and determining their full/empty status.
I hope that a similar utility already exists in this world. Help with the search.

Stretch the contrast on the frame -> run through all the pixels counting blacks -> if the percentage of blacks reaches a certain value, then the container is full -> profit ?
