LUN is not created on TGT, how to solve the problem?

I installed scsi-target-utils on Centos 7, I create a simple target.
I write in /etc/tgt/targets.conf
default-driver iscsi
backing-store /dev/mapper/centos-home
incominguser sas sas
initiator-address 172.16.0.1
initiator-address 172.16.0.2 I
save, restart the service and see that the LUN is not created.
Only the controller is created and that's it.

If you use the command tgtadm --lld iscsi --op new --mode logicalunit --tid 1 --lun 1 - b /dev/mapper/centos-home , then the LUN is created, but of course it is not there after a reboot.
In the logs there is such a message
Failed to initialize RDMA; load kernel modules?
What am I doing wrong?
