Low write speed to external HDD via usb 3.0 (26MB/s)?

Data transfer from laptop to external hard drive does not exceed 26MB/s. Is this normal considering that usb 3.0 is used?
If not, which way to dig?
Note: ASUS k55vm
OS: Win8
HDD: 3TB Seagate Expansion desk SRD00F2
Drivers installed latest.
I transfer the video folder because the size of most files is between 500mb-3gb

IMHO, you need to stick a screw into another USB 3.0 device - and by the method of elimination it will be clear who is to blame: a laptop or a screw

The interface of the third version does not guarantee the speed of the controller itself.
It is already written here that 26 MB / s is typical for USB 2.0, but I will go further: this is a typical speed for a USB-SATA controller, which remained the same as for version 2.0, which is for 3.0. Note that this speed is not even half the bandwidth of 2.0.
I haven’t seen really high-speed devices on 3.0, which lacked 480 Mbps of the second version, but I won’t say that they don’t exist.

26-30 MB / s is a typical practical USB 2.0 speed with drives, not only with HDDs. For USB 3.0, this speed is 50-100 MB / s. Tested personally, on several USB 3.0 <-> SATA controllers and bridges.
I don't think a drive that claims to support USB 3.0 is using an outdated version of the bridge.
Perhaps the author should try to update the standard controller drivers, because, judging by the inscription in brackets (Microsoft), these are not controller manufacturer's drivers, or drivers of an outdated version.
It would also be nice to go into the BIOS and check the controller mode there. I don't know about laptops, but desktop motherboards have compatibility modes that allow you to artificially downgrade the standard.

And it definitely turns on 3.0? here is my wire, if you stick it with a force of 2.0 connector, it bends the far contact there and then 3.0 does not work, as evidenced by the indicator on the hdd.

Check. Is the BIOS fresh? If not 211 - update. Start auto-updating drivers from the Intel website. Then just check the hard drive with another PC. Good luck.
