Low system performance on Atom'e dual core 330?

There is means netbox nt-330i on Atom dual core 330, 1.6Ghz with 2GB on board. Somehow it happened that the system is Win7 x64.
Mom sits at the computer and surfs the Internet in IE 9. There is nothing else at all.
The computer started to slow down. I look in the task manager, there the loading of the processor is under 60% percent, it is kept constantly, divided between the IE processes. Those. minimizing windows slows down, IE itself, the tabs barely switch, the mouse hangs, the computer rustles with coolers. There are few tabs - 10 pieces.

In general, my home laptop is rather weak (dual core is old, yes 2GB), and although I use other browsers and other heavy programs in general, I’m not so sad.
I want to ask what can be done about it?
PS Moving to another browser is not considered. I tried it - my mother doesn’t like it: “it’s not convenient”, “everything is different”, “where was it here ...”?

Well, Atom itself is, in general, unhurried. And comparing it with Dual Core is like comparing two very different fingers.

I don't even know what to suggest. Atom+IE will slow down. Chrome mother did not show? It will be visually simpler than IE. You can try to teach her, tell me. that IE browser with holes and brakes, chrome and faster and safer. Better to get used to it than suffer.

I have exactly the same percentage, in such a conference, but I added up to 4g of memory. Doesn't slow down. Not that it was fast, but there are no frank brakes. Also x64, but I use mozilla, it's slower than IE in every way.
Also - in the BIOS, my mother found the option to change the bus frequency and the percentage now lives at 2 GHz. Lives for a very long time. No fan, just removed the cover.
Also - you can’t see from the picture what kind of services are there, but see for yourself, “kill them all” superfluous in the sense, but without fanaticism, you can also hang the system. I think it’s not the services that are to blame, get into the scheduler and kill almost everything there, so much rubbish starts with hidden tasks, you’ll see for yourself, maybe Windows defrag turned on in the background, it can.
Also, how is the video driver? If it stands abnormally (hussars!) then there will be brakes, exactly the same as you described.

Kill the system and put in it a DSLR, Deep Freeze or Shadow Defender or something from this series to return the system to its original state with each reboot. Otherwise, mom will still drag fleas from the Internet and there will be brakes. Fuss, of course, but this is forever, you will not return to the computer again.
