Lost FPS after video processing in after effects, what's the matter?

Lost FPS after video processing in after effects, what's the matter? And in the rendering settings I set 99 fps, and when checking it gives out 40-44 fps and you can see that the video is a little "twitchy"

Perhaps the computer is weak .. What codec are you using? And why do you need 99 fps?
