Lost encoding in the file name on the flash drive?

I don’t know under what circumstances the encoding in the file name got lost, but they asked for help, I have never encountered this, I hope that a solution will be suggested here. A long process of googling led me to the fact that most likely I will have to format the USB flash drive and start data recovery on it.

Judging by the dates of the files from the future, it's not only the "encoding that's gone"...
The files themselves probably won't open, can they? So the situation is more serious than changed filenames.
To recover data, first of all, they do not format it, they take an image (sector-by-sector copy) from the medium in which they are looking for data.
