Loss of access to a resource

A strange event happened today, which, having not very advanced knowledge in the field of global routing, I cannot understand.
Here is a listing of pings to a specific address www.mafet.ru/amt-ping.txt
What was it all about? Why did routers from New York at a certain moment begin to answer that ttl was exceeded, although the address where the ping came from was netbaynet, moscow, the destination address was amt-mgts, moscow and earlier the connection was quite direct with a ping of 2 ms.

This is a normal picture when some AS is unavailable. From the ping log, you can even see how information about this unavailability is distributed throughout the Internet ...
