I'll leave it here for posterity, this problem appeared in one of the December 2015 updates.
It is better to follow the sequence:
1. KB971058 - read the instructions on the page.
if it doesn't help
2. KB949104 - Update the Windows Update Agent to the latest version.
3. KB3135445 - February Update for Microsoft Update.
if it didn't help
4. KB3102810 - patch for this bug.
Actions for all of the above updates are as follows:
Download the KBxxxxxx patch for your OS (bit depth, language)
To Control Panel --> System and Security --> Windows Update --> Change Settings --> Never Check for Updates --> OK
Reboot
Install KBxxxxxx Hotfix
Reboot
To Control Panel --> System and Security --> Windows Update - -> Change settings --> Search, but do not download or install updates --> OK

And remember - this is a common occurrence when it first shows 0% for a long time, then jumps sharply to N% and then to 100%, and the creation process takes place checkpoint and install updates.
