Long response of nextcloud web version when trying to download from file storage, how to solve?

Good afternoon.
I can’t solve the problem for about a year, when I try to download a file from nextcloud via the web, the resource thinks for a very long time before the file download starts. Moreover, the larger the file, the longer the response. If I download through the client, even from a smartphone, even from a PC, everything starts to load instantly. The problem is both at access local, and through the Internet. I have been living with the problem since version 17 of the cloud, currently 19.0.3 stable.
