Logo animation on hover on the web?

I have a logo in svg format (simple static logo without animations). It is posted on the website. All I need is to animate it on hover. The animation is simple: you need the waves to move. There are several questions:
how to implement animation on hover?
where can i make the animation?

to begin with, determine how the waves should move. Draw at least one more of their positions.
SVG to insert code, not img. Run css animation on hover.
very simplistic, but that's the point.
