How to make two versions of the menu?

A responsive menu should take on two completely different states depending on the screen. For example, in mobile width, the search field should go from the header to the expandable menu, and so on.
Is it correct to duplicate the menu in HTML code and display different versions of it for different widths?

Well, if the menus are completely different, then there is no other way.
You can use css to display different menus, at different resolutions

Если уж совсем никак, то корректно, но лучше через media запросы, всё же попытаться свести в одну кучу. Перестраивание блоков (поиск из шапки и меню) тоже можно сделать.
