Location glitch in Bitrix?

When placing an order, the transition from the step of choosing a delivery method to the step of choosing a payment method does not work.
I sinned that the location of the store was not indicated. It was not easy to point it out. The location database was empty.
I had to export the location database. After that, only steps are visible on the checkout page, no fields, no buttons.
When you clear the location database, everything returns to its place.
What can be wrong?

Curve pattern. Switch to built-in default.

Does the sale.order.ajax component behave the same way?
Are the updates worth it?
Did this glitch appear after what actions or was it always there? Is the project new?
Bitrix version?
There are mutual settings in the settings of payment systems and delivery services, check them.
