How to build a marketplace on CS-CART?

Does cs-cart have a community? That is, is it possible to quickly find or ask this or that information? Like for example 1s-Bitrix, wordlperess, etc.?
If deployed, then something went wrong with the management and they wanted to make a marketplace for themselves, but as often happens, we don’t want to pay and the offer to outsource to a company that will write everything from beginning to end was not received with glee ... They offered consider this cms and the possibility of implementing all the actions on it.
We looked at the resumes of developers with the cs-cart tag and experience of 3 years or more - they turned out to be ~ 30 people.
Perhaps someone had similar precedents at work on the part of management, what should I do?
In my opinion, given the architectural structure of marketplaces, we need to write a solution from scratch, according to our integration requirements, and not sculpt on cs-cart with very vague prospects.

Let them choose the company themselves. Why do you need it?
You can't do anything without experience. Even on CS Cart. There is a lot to do besides CMS.
