Localization of android applications for CIS countries if English by default?

the default strings.xml is in English, there is also in Russian, is it possible to make sure that Russian is included for the CIS countries even if the device itself is in the local language, if not, how best to remake it?

stupidly copy the Russian locale instead of Ukrainian, etc.
