Yes, the ability for other computers to access this lok. the server has. You need to do the following:
First, set a unique name for each computer on the local network and set the same workgroup name. For example:
1) Computer #1
Workgroup: WORKGROUP
Name: Comp1
2) Computer #2
Workgroup: WORKGROUP
Name: Comp2
3) Computer #3
Workgroup: WORKGROUP
Name: Comp3
To change the name of the PC and the workgroup, go to the control panel at the following address: Control Panel / System and Security / System. Next, in the column on the left, select the option "advanced system settings", a window should open in front of you, in which you need to change the necessary parameters.
The second is to set up file and printer sharing. If you do not take this step, then no matter what folders and files you share, no one will be able to access them.
To enable the option of sharing printers and folders, go to the control panel and open the "Network and Internet" section.
Next, you need to go to the "Network and Sharing Center".
Now, in the column on the left, click on "Change advanced sharing settings".
You will see several profiles 2-3 ("Home or work" and "General").
In both profiles, you need to enable file and printer sharing and disable password protection.
After making the settings, click "save changes"

Certainly.
By local IP - in any case.
By local name - if it is registered in hosts or if you have your own DNS
