Local repository for Proxmox, which is better to use to create?

Tell me what is better to use to create a local repository for proxmox nodes?
There are 10 pve nodes in the cluster, they must be with the same packages in terms of versions. Let's say we want to raise node 11 and drive it into the cluster. If we start updating it from the Internet (apt update; apt distapgrade), then it will be newer than the other 10 and we will need to update them too.
I would like one of the hosts to have a repository mirror, or cache, and have node 11 updated using this mirror.
Is this possible to do? And what tools?

Well, you don't update proxmox, just install major versions and that's it
