Local osm database?

Hello!
Someone from a respected community did a local search on data from the osm site.
I'll tell you in short: you need to do a local quick search for settlements first. In this regard, I am interested in: what kind of hardware is needed, how to organize a database, possible search engines, etc. I would like to hear the advice of those who have done something similar or have an idea about it.
I parsed the data from osm into the database (ms sql). Server part in c#, js client. I want to use SphinX for search.

There is also planet.osm and its pieces by country on different sites. No need to parse anything with OSM. Open the downloaded database and use it. The structure is very simple. You can upload it manually to your database - ms sql.
