LivePage for CSS. Why doesn't it work the way it should?

In Html, I save the document and the browser page is automatically updated. With CSS, things are different, namely: I have to hover over the browser page, after which the CSS styles change, while the page is not updated, i.e. everything happens the other way. But it's embarrassing, damn it. Is there an opportunity to change the situation? do not offer livereload and emmet live style, because the first one works only with a running application, and then with a delay, while the second one functions only in CSS.

gulp + gulp-watch (just a separate plugin) + gulp-livereload + browser extension works instantly and without reloading the page
