Listening to traffic using .NET

There is a compiled exe file that sends data to the network.
How, with the help of .NET, can you listen, as well as replace all its traffic?
If the substitution is more or less clear, then how to intercept the traffic itself is completely unclear.

You create in fact a proxy emulating a server (for the program) and a client for the server (to where it connects). And what you will do with the received traffic is your purely personal matter. And you don’t need to intercept anything (at least to fence the garden).
