Linux, unloading servers, slow speed?
There are several debian 10 servers. All with the same configurations but different hosts. For one hoster, 90% of the time I can not download files to my local computer at a speed of over 12 megabytes per second. The speed of the disks is normal, the server is not loaded and has plenty of resources. The channel check shows gigabit (if the same speedtest is run). The hoster says that he has all the rules and there are no restrictions on the channel. I try to load both with scp and sftp and the results are the same. I don't even know how to diagnose the problem. It would seem the same configuration, but such a different speed. What else can be checked? Can the system have some kind of restriction on these protocols?

Take iperf (available in standard repositories) and measure the speed, speedtest is not an indicator!
