if hardware acceleration does not work (and it does not), then there will be dependencies, regardless of the system.
I myself am sitting on a mint 19 mate
computer 10 years ago AMD Athlon 64 X2 5200+ and the card is nothing - radeon hd5450
youtube 720p in firefox - loads 60-80%
1080p - 100%
the same video opened in vlc - eats twice / three times less

720p on a 25" monitor = decent quality
Install XFCE. Keep in mind that it's not just about DE - it's also important to set everything up correctly.
The graphical shell hardly has anything to do with video playback performance, but the processor and hardware acceleration support do so directly.
I had this for a long time on Xubuntu (Xfce) and an old computer with an old processor.
