Linux gateway distribution capable of qos dwrr or wrr?

We need a distribution kit that can work as a gateway between 3 virtual machines and correctly distribute traffic [Deficit weighted round robin]. DNS round - robin is irrelevant. At once I will tell pfsense is not able.

tc qdisc seems to be able to in wrr, see if it can now.
Accordingly, if he can, then in any GNU / Linux distribution.

For a complete picture, I will add a distribution kit that already has openswitch - brezular.com/2013/09/19/vyatta-qemu-and-virtualbox... - such a car can do everything. You can download tc and openswitch, only unfortunately they cut out the package installer from there.
