@savaekb

two keyboards is great and monitor 1?
OS from the series "work on anything" Slitaz, PuppyRus, Tinycore, Arch, Deli/Connochaet to choose according to taste and experience.
To make the choice easier: PuppyRus is a normal live system while you are operating in its field, as soon as you try to do something not provided for by the creators of the distro, it starts to resist strongly. Binary-compatible with ubuntu
If there are still two monitors and a two-headed system is planned, then papyrus is in flight.
Slitaz is a small but complete distro with a decent package manager (capable of eating deb and rpm packages). Mednafen was launched on it without any problems, the package can be googled, fceux is in the repository
Tinycore - if the computer is planned to be used only as a set-top box emulator, it can give the smallest and most responsive system, but in fact it is a constructor.

Windows XP.
From Linux, you either need to choose something very old, or set up a new one for a long time.
