I can’t link a Yandex card to Paypal, which I have been using for 5 years already. Cards from Sberbank and Rosbank were linked without problems.
In the case of a card from TCS, it says: This credit card has been rejected by the issuing bank.
The card was activated, however, quite recently. Before calling the support, I decided to ask the habravchans.

strangely, I got attached perfectly the first time. And I did not connect SMS notifications. connected only transaction notifications to email, where the paypal confirmation code came immediately.
