Limited account?

Dear, is it possible in Windows to make a limited “sandbox” account (all data and changes are reset to the original ones, restrictions on access to disks and programs, etc.)?
The problem is this: give an inexperienced user only to safely surf the Internet and chat in Skype.

Most likely you will be fine with a guest account. It can be resolved through account management (except for the Starter version) - Control Panel / Accounts / Manage another account - you can enable the Guest account there.
If more control is needed, security policies can be used to manage account rights and allow/deny individual applications from running.

You can install a program that will undo all changes on the c: drive on reboot (and the user profile can be moved to the d: drive, for example).

No, you can't with standard tools. To return to the original state, I use the free Comodo Time Machine - it has been working flawlessly under Windows 7 for a year now.
