Libraries intro / site interface guide?

I'm not sure how exactly it's called, but somehow it happened, I forgot to save the page on nithub. There are probably more solutions. Preferably Vue, but probably vanilla bible can be screwed (like tooltips).
In general, effects are like when a user gets to a site / service with many interface elements, there is such an animation effect, such as dimming work areas, pointers to the necessary buttons / actions with hints, etc.
