"libperconaserverclient" VS "libmysqlclient", is confusion possible with both packages present?

Dear developers, please explain:
1) Is it possible to be sure that PERCONA-SERVER and other applications IMPORTANT FOR PERFORMANCE of the web server use exactly "libperconaserverclient18.1" and not the standard "libmysqlclient18" if both packages are present in the system.
2) The second question, if you remove "libmysqlclient18", a bunch of applications, for example, such as phpmyadmin, will probably stop working. How to make them start working using "libperconaserverclient18.1"?
