in the end, it works like this:
Rostelecom provides a login: password , opens access to the ( static you choose ) IP address of the sending server (without IP approval, you will not be able to send SMS) and send SMS from this server via API in a way convenient for you.
With SMPP and IPsec, they were too clever and eventually gave a normal, human REST API
