Legality of using software purchased in the Russian Federation in the European Union?

Input data: there is a branch office of a Russian company in the European Union, in which you need to place a small server for file cleaning (in this case, a regular PC), in the Russian Federation our organization has Windows Server licenses. The question itself is - can we use the existing licenses or do we have to buy it locally?
